If you ask about Quebec city, well, provided that you know french, you like big village life and are not scared of huge piles of snow, it is not a bad place to live, charming and inexpensive. For the rest of the province, Montreal is great. Beautiful city, not too expensive, plenty of jobs. And you can manage even if you don't speak french.

It depends on where you go in Le Belle Provence, Montreal is quite expensive, but very multi-cultural, Rural Quebec is a little economically depressed right now, and you must speak French, as they are a French only society. You might want to try Alberta or BC, as the job markets are booming right now, although the cost of living is a little high.
