Whatever you do don't buy Dell. Their business laptops are somewhat ok, but Inspiron series are utter dreich. I used to work in on of their customer contact centres, and I found it hard to believe how customers are treated. Certain types of laptops are known to be bad overall, but I got fired for admitting it to a client and duped customers are worse off still. There's plenty of people that fight Dell in courts of law or otherwise, but it's like going up against a credit card company (MBNA for example): you can only lose. Avoid them at all cost.
As for secondhand laptops, go for the sturdy designed (IBM, Compaq, but avoid most Toshiba), the energy-efficient (Pentium III, Pentium M) and check beforehand what essential parts would cost you to replace. Batteries for example: are they available, are they any good.. Those are the things to look out for.

Dell sells their laptops really cheap and not bad quality. Just remember to print out the receipt. They will cheat you, if you are government anyway.
