"To" is used for a specific location point, while "towards" only indicates the direction of travel at a given time!

'to' probably means a tendency to get near a general destination or vague direction. 'toward' might refer to something more specific. The value has a tendency towards zero for example. 'to' is perhaps passive, whereas 'towards' is active, something occuring now, or as you are observing it.

"To" indicates a specific destination ("I am going to town.") while "toward" is a tentative destination which could change enroute ("I am headed toward town. (but if you want to go to the mall, I can change direction.")) That would be the correct usage of the two words.

'to' has several meanings (e.g. i'm going to the shop... i eat to live... to be or not to be...) but 'towards' is only a direction, even if it's isn't literally (e.g. working towards a goal...)
