It depends on how he was hobbled! If he was only hobbled accross his fore legs then I think there may be a good chance that he could mount her. If he was side hobbled (hind leg to fore leg on the same side) I think it would be tougher for him. Thirdly, if he was cross hobbled (hind leg to opposite fore leg) then I think it would be very difficult if not impossible! The length of your hobble would also be a factor. I guess you'll find out for sure in a couple months or so if the mare starts swelling up.

You could be in HOT water. If the mares are in season yes he definitely can breed with the front legs hobbled. Further if that mare is registered breeding stock or a show mare of that or another breed you could be subjected to fines for letting animals roam at large or a lawsuit. It's things like this held up why most shouldn't have a stallion...there's too many things that can happen. Start prayin' she wasn't in season or didn't take - and be thankful he wasn't hurt. An aggressive mare can hurt a hobbled stallion.

chances are pretty good if that mare was'nt trying to keep her distance, most studs can smell a mare thats ready, probably the reason he aggresively got in her pen, depends on how hobbled he is though, best of intentions can't change his physical limitations

It is possible to have a horse hobbled and they can still breed.
It sounds like you need a much better enclosure to keep your stud in.
The person whose horse he got to could sue you.
