Same reason a product is priced $19.95, rather than $20.00. It makes it sound like less, superficially. But of course that 9/10 of a cent is really a cent, and we all know it. The only reason they don't stop doing it is that all the gas pumps in the country would have to change at the same time. Otherwise the ones who rounded up would sound like they were charging more, and they don't want to do that.
