People confuse "deaf" with "hard of hearing".

People's instinct is to treat deafness like they would trying to talk to someone on the other side of the house, or wearing headphones, or across a field.

They think deafness is the same effect as great distance for hearing people... and if you are loud enough, the other person will hear you well enough to understand.

They do not have the experience or understanding that most deaf and hearing impaired people have honed their lip reading and body language skills to an art form... and don't need the volume to pick up meaning if the speaker keeps their face turned toward the listener.

This last year I had a moderately hearing impaired student in my Resource room for language arts (especially reading and spelling)... and none of the kids knew he was hearing impaired because he read lips so well. Most of the teachers in the building had no clue about it, either.... they just thought he had a mild articulation problem.

I am deaf in one ear and hard of hearing in the other and I have to tell you that most hearing ppl just don't understand. They think that if they shout as loud as they can that you will hear them and understand their speech. This isn't true at all. People who are deaf or hard of hearing should be spoken to in a normal tone...at a normal speed of speech...in other words talk like you would normally talk to anyone else. If the person reads lips and you are trying to hard to make yourself understandable it will actually do just the opposite! Also if a person is truly deaf then no amount of talking will probably get through to them! Like my dad for instance! If you meet a deaf person who doesn't use speech and you don't know sign language then write notes instead. Don't assume that because someone is deaf that they are dumb as well. Almost all deaf ppl have just as much or more education that the rest of us! Hope this helps!

Its just plain ignorance!
Many people are not aware of the deaf culture and automatically assume that a deaf person can read lips (when in fact not many do) or assume that they cannot hear but they can talk (when in fact very few deaf individuals actually learn to talk, it takes many many many years of practice) they don't understand that a hearing person learns to talk by HEARING the language and repeating...... Anyway, the point is that unless the person is hard of hearing any shouting will be of no help to a deaf individual!

people unfortunately do confuse deafness with hard of hearing. also, i more commonly see people over-emphasize/over articulate their words instead of shouting at a deaf person. it is just something ignorant people feel they need to do to better get their message across. they are not trying to make fun of the person by doing this, it is just an honest reaction.

so for the record, if you are speaking with deaf person who can read lips, do NOT over emphasize sounds. this will just further confuse the matter.

NO! In the Deaf Culture we consider it rude to shout at Deaf People! You should inqiure if they want a loud voice, prefer to lip read, or to have a written conversation, if they do notl ike to write, get somebody that knows ASL not SEE

is because ppl r nieve to the fact that if some one is deaf, they cant hear at all...so they compensate by doin the 1st thing they think of and its usually shout....lol...is like when i was a carer for blind man last year...ppl seen his guide dog, or cane he used and would automatically jump outta his way and come up and talk loud to him...lol...he use to say..."im blind not deaf"...and laugh at them...is just a common reflex is all

Basically, there are alot of people who think that if you say it louder, the person will understand...Much like some people who talk louder to people who speak a language foreign to them, they think that by saying it louder, somehow, they will magically know what's being said
