Can't really be sure, but it sounds like a faulty power supply.

How old is the system, are all of the cords properly plugged in? When was the last time you changed your surge protector. When powering down do you hold the button until it shuts off and the same when you power it up. Or do you use the reset button all the time?
If the above do not work then go into my computer and check under task manager and see if you have any ? marks in the yellow and if that is the case, then ask again. Because that is a whole set of new things...

I think it may be a memory problem too. To find out, swap memory or take it out completely, see if it gives u an error message instead of just rebooting. It may be a virus if it keeps rebooting after the windows flag has appeared. If it blue screens before it reboots, then it might be afaulty driver or faulty hardware,

Step 3 contained in the URL you gave renames the winning Kernnel !! because it isn't looking it, evidently like your OS or elements of it were wiped out. you want to reinstall the XP OS from scratch, utilizing a perfect CD for that job, no longer your restore cd. in case you do not have one, then you definately will want to flow out and purchase one. You guy no longer want to re-format thechronic even as doing the recent installation, yet its no longer a foul concept. best of success.
