I guess a "Flagged Massage" is a special one, with a flag being set to indicate it is special. A range of flags could be used to indicate the way in which the massage is different, or some property peculiar to that massage; e.g. A flag could indicate that the massage is private, or particularly urgent.

To digress a little: On a PC or computer system this is common and flags are applied to messages or emails. A flag, or symbol, can indicate to both the program and the user that a message is urgent, has an attachment, or is indeed from a particular person. When using Outlook to compose an email the "options list" enables the writer to set flags indicating confidentiality, urgency etc. Sometimes the user can "set a flag" so that if a particular event occurs they are warned. The "Help" facility on your email programme will tell you more.

But back to the question. In this country most massages are private, and done in health-clubs and massage parlors. The latter are often, mistakenly, believed to be fronts for prostitution; you would not want to 'flag' a visit here. You can get various types of massage including neck and back massages. Health spas also give specialist, and costly, treatments for hands and feet. Many people enjoy a facial which can be obtained in either type of establishment.
