Isn't changing in a phone booth or wherever is convenient a violation of the law?

well he's faster then a speeding bullet so i guess nobody would beable to see him changing in the phone booth... and sometimes he has his costume on under his clothes... so i guess if your not as fast as a speeding bullet then it would be indecent exposure

well... he changes in a blink of an eye so who can see really see him changing. beside when he does change, everyone is panicking and in chaos, so I doubt anyone would want to press charges at that time.
