There is a centerline through the field which determines the areas of two teams. "Offside" is called when a player of a team is present (or takes his position) in the other team's area where there is no player of the other team except the goalkeeper and in such condition he receives a "pass" from his team players or any other member of his team reaches the area with the ball in such situation. The offside situation is very much frequent near the goal-post-area.
Note: If the player can reach the goal-post-area of other team with the ball in his possesion then offside is not called. No matter if there is any player present or not (even the goalkeeper).

A defensive player who moves past the ball before it is snapped (hiked) is offsides; 5 yard penalty.
Exception: if the defensive player comes forward in response to a cue from the offensive line before the ball is snapped, then the offense has committed a false start; 5 yard penalty.
(The above assumes you meant AMERICAN football. If you meant what we call soccer, then I have no friggin' idea.) ;)
