You need to buy the full version of Adobe Acrobat in order to create a PDF file.
There are some other software that can convert a non-PDF file (like MS Word, HTML, ...etc.) into PDF format. However, I personally find that these softwares do not work as well as the full version of Adobe Acrobat does. It costs $449 for the full version and $149 for upgrade. In order to qualify for an upgrade, you MUST have a previous version of the full version of Adobe Acrobat (which means that the free version Adobe Acrobat reader won't qualify for upgrade). Please go to http://store1.adobe.com/cfusion/store/html/index.cfm?store=OLS-US&event=displayCatalog&catalogOID=1172828 for more info.
PDF stands for portable document format, which in a sense is a computer language like PostScript. Basically, PDF tells a computer how to store and print a document. I have a book on the PDF format standard at home. Of course, if you do all these things described in the book, you can probably create a PDF file without the actual software; but it would be extremely time consuming.
To make a long story short, get the full version of Adobe Acrobat

Portable Document File (PDF) are made with Adobe Acrobat
you can get a free unlicensed copy from file share at warez.com
or if you put "free pdf software" into a google search you will get some freewares that convert it from other formats but they are very limited in what they can do
