You could bake her a cake, or cookies and decorate it (them) with cute decorations if she is having a party....
You could get her a gift certificate to her favorite store, or buy her a cd from her favorite band. I'm sure she would probably like that.
Or, you could take her to a movie, amusement park , or lunch or something. That would be really nice too.
You should figure out what your friend likes, and do something along those lines. I know expensive gifts at that age is kind of excessive, so maybe just getting her a cd, or treating her to like, lunch or dessert at Coldstone Creamery or something would be more appropriate.

Something special that she'll be using for a while :D or something that might not be too expensive but have a special message that goes to her :o expensive stuff isn't always the best gifts
