First of all, it is not possible to travel at the speed of light (abbreviated c) because that would require an infinite amount of energy.
Let us suppose instead that there is an observer on the sidewalk, and you speed by him at 0.9c. He would see the light from your headlights travel at exactly c. So, the observer measures the relative velocity between you and the photons of your headlights to be 0.1c.
However, you would also see the light from your headlights traveling at exactly c, and you observe your own velocity to be 0 (you are not moving with respect to yourself). So, you would measure the relative velocity between yourself and the photos of your headlight to be c.
In fact, any observer moving at any relative speed (but only speeds less than c are allowed) would always observe light moving at a speed of c. This fact has surprising ramifications about the nature of space and time, and if you would like to know more I recommend you check out The Elegant Universe by Brian Greene.
