The U.S. has declared several amnesties (the largest one was in 1986, and was a blanket amnesty for anyone who had been living here since 1982) for non-citizens illegally living here. The first Superman comic was in 1938, so it's safe to say he's been here since before 1982.
That means he's a citizen and doesn't need a green card.
Besides, how could we deport him? Ask nicely?

My thoughts exactly. The problem is, we don't officially recognize the government of Krypton, and according to international law, someone cannot be without a country. So, since the United States is the first recognised country that Superman was in, he would be considered an American... I think.

Well, he has shown he has a unique talent, and has taken the time to learn the language/customs. So the naturalization process should be used to make him a citizen. Besides, it's not like a fence would keep him from coming right back into the country...
