Go to Layer>New Adjustment Layer and select brightness/contrast

In Photoshop- Image- adjustment
1.Curves_ Move the curve up to lighten the colour and down to brighten only aftr secting the image with magnetic laser tool.
2.color balance_to move to change the colour of the dress and other etc.
Brightens and contrast: to brighten the image
Have a fun with photoshop

I beleive that it is under the Image then Adjust and Brightness and Contrast. It depends on which version you are using.
