All you would get from an arrangement like that would be a permanent seated position -- you wouldn't be able to walk at all -- your feet would just hit your face a lot.
Assuming you could actually work with that and just crawl around, then any kind of "chair" would just be a backrest of sorts, on the ground, so that when you flipped back to rest, you would have something to lean against...
So, a legless chair for a legless race is my best bet...
