No. The law gives each person the right to decide for oneself.
1. You take the original title to a certified translator in the country where your parents live.
2. He translates the document and your parents take it to a Notary Public in that country.
3. The certification from the Notary Public is apostilled, and your parents send it to you.

I think they would have to send you a power of attorney. They would need to go to the American consulate in their area and get a notorized document naming you as eligible to make their legal and financial decisions for them. Then you could sell their car.

If you can prove that they have abandonded the car, and you are storing it, you can get a storage title in most states. Proving it's abandonded is not easy however. Good Luck

I doubt it, unless you have legal TITLE to the vehicle you shouldn't.
You don't have the right to sell what legally, has some one eles's name on it, unless they signed the title over to YOU.
