Id guess its Cairo, Egypt. I think they get 2 inches a year if its a wet year.

It is most certainly Riyadh, Saudi Arabia. Though other dry capitals are:

-Gaberone (Botswana)
-Ulan Baatar (Mongolia)
-N'Djamenia (Chad)

Interestingly, the Times reported that London is one of the driest capitals in the world, though the most be refering to availability of water per person:

According to this stat, Lima Peru is the driest, but I hardly think that's the case. I don't see Saudi Arabia on this graph either.
