Broken parts rarely happen. Anymore 80% of ebay's stuff is online retailers selling new parts.
The ones that typically come broken usually are easy to identify in the auction reading. Noone wants a bad rating on ebay so they are up front about such things.
Just remember to be prompt. Mistakes are most often made when one of the parties delay or forget.

I build many computers and I will tell you now that it doesn't matter where you buy parts, sometimes they just don't work. Make sure you know the return policies from whomever you purchase parts from. If a deal seems too good to be true then it probably is.
I have had good experiences with buying from e-bay. I use paypal only as they have buyer protection. Also you don't have to give out any financial information to make a purchase.

E-bay is like any other classified ad place out there, the quality of the parts you get off of E-bay is dependant on the seller. I would check the sellers rating, and thier feedback before purchasing a part from them, chances are if they have no negative feedback, and a good number of positive feedback, then they are a reputable seller and any parts you get from them are going to be in very good working condition. I built a dual Xeon server box from parts I bought off of e-bay for under $800 and was very pleased with the parts I got.

Think of Ebay as the classified ads in the paper. You are buying from Ebay, you are reading the listing on Ebay. It is the seller of the product you need to worry about. Read the tutorials on ebay on how to buy/sell and what to look for.

newegg.com is a great site to buy parts even for resellers. I can save people the hassle of dealing with auctions (IE. waiting for auctions to end, browsing through hundreds of items just to find the best deals, getting bid snipped, dealing with bad sellers that delay shipping or ship wrong items). Don't get me wrong, eBay is a great place to get some sweet deals, but it takes time and effort. Sometimes that stress is better left for other things in life.

Yes, but before you buy check the feedback of seller read couple of them and try to understand the way they deal with customers. Ofcours there are lots of thieves hidden to cheat buyers

Check their user ratings. Usually I go for sellers that have 95% or higher. Another place I used to look at when I was building stuff was at pricewatch.com.

I don't bother with ebay i bought a processor and it didn't work for me. I buy my parts from www.newegg.com its just more reliable then from buying things at an odd site.
