Look in the paper. Do not buy from a dealer in this range. You will be wacked with fees and taxes, and you will end up with crappy car. Just buy it private party.

Check the mom and pop car lots. You can find good deals at these places maybe at a higher interest rate, but they usually finance for you so you can pay there also. The down side is that some of these places make promises they don't intend to keep, so do a lot of asking around first.
