First of all, the specs to play games are listed on the box or can be looked up on the game's website.
Anyways,
Processor Speed - At Least 2 Megahetz Intel Pentium 4
Memory - 1 GB of ram
Hard Drive - 80 GB
Video Card Memory - get one of the NVidias, at least 128 MB.
These are minimum. Most copmuters come with more than that. I would suggest getting a PC not a laptop. Two reasons. Cheaper. And can be easily upgraded. Also, the specs I listed are what I think you would need. Technically you don't need a big hard drive to play games, but you can get it as big as you wont. 80 GB should be sufficient.

Operating System: Windows® 98/Me/2000/XP (Windows® XP recommended)
Processor: Pentium® III 733 MHz or compatible (Pentium® 4 1.2 GHz or compatible recommended)
Memory: 128 MB RAM; 256 MB for XP (256 MB; 384 MB for XP recommended)
Hard Disk Space: 600 MB free CD-ROM Drive: 4X CD-ROM or faster (8X or faster recommended)
Video: Any ATI Radeon⢠or GeForce⢠2 with 32MB or higher; or other video card with 32MB and hardware T&L (ATI Radeon⢠64 MB SDR or GeForce⢠2 Pro or other video card with 64 MB or more memory and hardware T&L recommended)*
Sound: Windows® 98/Me/2000/XP-compatible 16-bit sound card*
DirectX®: DirectX® version 9 (included) or higher
When purchasing a computer for gaming you will need at least a Pentium 4 2.0 gig or higher processor, 80 gig hard drive and the more memory the better no less than 512K and no more than 1 gigabyte. You will need a good video card such as a Geforce 5500 or 6800 series. As the video card is the key to smooth graphics. Make sure that you check the requirements of the game that you intend to buy for the minimum system requirements as this changes from game to game.
The above configuration should work for games now and in the future.

Why are you asking here? No answer including specs given here will be accurate. Games are some of the most advanced programs available. They need the most power possible. That is, TODAY'S games. If you want to play the original Sim City or Asteroids, then any old computer will do. Want to know what you should have? Go to the store, look at the games you want to buy and review what THEY recommend for "minimum system requirements" and "Recommended requirements". Then get the fastest thing you can afford that meets these requirements, because game requirements are NOT going to lessen over time.

heres a rule of the thumb, since computers are fast developing and fast changing, it would be good to invest in something you could use for the next 3 years or so..
minimum specs:
pentium 4 2.8 GHz lga 775 (or better)
or athlon64 2800+
compatible motherboard with enough room for upgrades.
(such as ram, video, fsb,others)
256 MB DDR memory (512 recommended)
80 Gig HDD (sata)
128 MB video card (say fx6600)
17" lcd screen
