If you have WinFax, or some other comparable software, and a fax modem, then you have a fax machine. You can fax any document that you have in your computer to another fax machine, assuming that you have the modem plugged in to a phone jack. When you pull up the document, select "File," then "Print." When the box pops up to print, change the printer selection to the fax modem, and fill in the blanks......

Best way to fax from your PC – use an Internet fax service like MyFax. You get your own fax number and you can send/receive faxes using your email. Don’t bother with fax modems or fax software – too much trouble. All you need to setup an Internet fax account is an email address.

Yes. All you need to send a fax is a modem.
But you may not be able to receive a message without a fax machine unless you properly configure your modem and fax software.
Right click on your desktop, go to "New" and then go to "Fax Document". (some computers do not have this)
Or go to Start>Programs>Accessories>Communications>Fax and select the proper icon (eg. Fax Console) These applications may allow you to receive fax documents.
Fax software should come free with your computer or any scanner software.

If the document is on your hard drive, yes, you can easily send a fax via your pc that's hooked up to a phone line. You just need a fax program, and one I'd recommend is one called "WinFax". I'm not recommending any particular shopping venue for the purchase of the program, but an example can be seen at the below link.

Yup. Just fire up the fax assistant in Windows. Start/control panel/printers and other hardware/ printers and faxes/choose set up faxing on the left under printer tasks. This is the path in XP.
