Cumulo nimbus (thunder clouds) are anvil shaped and flat on top because they flatten out on the troposphere. You can't get much higher than that.

my guess is cirrus as well.. the thin whispy ones typical of fair weather .. and dry days when there is not enough humidity available to create the puffy-ness quality in cloud formatation.. that and they form waaaay up in the atmosphere.
