Tell your parents - contact authorities. If you are wrong - you may be embarassed. If you are right - you could get hurt or end up dead.
I do not recommend taking situation like this lightly.
Worst thing you can do is to confront the person by yourself.
If need to be, run away as quickly as you can. If you are by yourself and feel threatened, grab any adult near-by. Scream. Make a big scene.

talk to an adult, someone you trust.
get that person to confront him with you there.
talk to him or her, you might need a translator

you're not paranoid.

if anything happens, call 911

Tell your parents right away and notify the Policia immediately. Give them all of the details that you have, like the type of car, color, the plate, what the driver looks like. Also, try to find a different route and NEVER go alone if possible. Look into possibly getting a handheld GPS unit and carry that with you at all times. Good tracker if, God forbid, something should happen to you.

You should talk to your folks. If you see the car or person, try to get a description. Be Specific. Then take a camera and photo the car and the person in it. Do this when you have your folks or others who can protect you.
If this continues, then get the cops involved. Be careful not to put yourself in a compromised position to be taken. Lastly, carry a pocket knife or a tazer. Know how to get ahold of it and use it!
