I am looking to buy a watch. I see some bids on ebay.
is it safe to buy on there?
if the person does not send it, will ebay return the paypal to me?
or not?

I am a seller. I have sometimes had problems with bidders. Such as not paying, things like that. As for a buyer, YOU need to not only watch the reputation, but WATCH THE SHIPPING CHARGES!!! I'm totally serious! I don't take advantage of people...but that watch in the first link...yeah, it's a 1 dollar bid, but shipping is 30 DOLLARS!!!
That's unfair practice of business. It's called fee avoidance...they pay ebay based on how much the item sells for. They make up for that by selling low & charging high shipping. Is it really going to cost this person that much to ship? NO, it will get sent out for a couple of bucks, and you'll have paid too much & he would have gotten away with cheating by charging low auction prices.
Not all sellers are like that. The ones who are true to shipping but add a buck or 2 to handling are probably more honest than those that try to cheat the system, wouldn't you say?

First of all, take a look at the feedback points. If the number is near a hundred or higher, and all the feedbacks are good, chances are you will be okay. Not many sellers want negative feedbacks left on thier accounts and do try to please thier customers to prevent this.

I buy and sell on ebay for years now and never had a problem.

If a person does not send product, and several weeks went by, you can notify ebay. Ebay can suspend sellers account if there are several complaints in a row like that. Sellers have alot more to loose by not sending out products. I wouldn't worry about it.

the first one--yes, but it is in Germany. A 2256 rating with 99.9% Positive is excellent. Quality should be good.The problem is that the return policy is in German and unless you understand it, I would email the seller and hope they understand English. $30 shipping is a rip.
the second one--NO!! stay as far away as possible. A rating of 0 with 50%? I wouldn't buy a dead dog from them, especially since they require IMMEDIATE payment and have changed their ID within the last month. And $170 Buy It Now for a $5000 watch? Sorry, sounds fishy to me.
And yes, pay with a credit card through Paypal for added protection.

general rules for ebay:

read the descriptions very thoroughly and know the difference between actual item photos and stock photos.

never be afraid to email questions to the seller

beware of bootlegs

really look at the feedback. if someone isn't 100% positive, I try to scroll through and find some of the neutral/negative comments to find out if there are consistant problems.

if you have a problem, you can file for a refund with ebay, but there is a time limit so beware of sellers who won't ship immediately or will only use a shipping method with a really long ship time.

MOST people on ebay are honest. You will get scammers though. The key is to research your seller. I've been buying and selling for 6 years and have never been ripped off. Education is key. Check out the answer center under the community tab. There is a wealth of info.

I think of ebay as a global classified ad. The only difference is, you cannot see the merchandise before you pay for it.

As much as ebay and paypal tries to make you feel at ease with this concept, once something goes wrong, it will be very difficult to reverse the transaction.

Feedback is a good measure, but please be aware, there are many ways to fake this.

Well, eBay does not recommend cash transfers or prepaid credit. If you are bidding on electronics and you are the only one bidding at that moment, do not feel all too special. Most bidders make bids LAST-MINUTE. So it is safe, though if that answers your question :)

Yeah, it's pretty much okay, I've only ever had a problem once. Just check the feedback history and how many negatives they have for the last months.

i suggest you to pay credit card via paypal, these is the double protection. because if you pay just bank account via paypal, it takes up to 30 days to get resolved. on the other hand if you pay with credit card, you can call credit card to charge back the item if you didnt get it.
