Palpatine is the most accomplished because he has mastery of the force.
If Palpatine were President stem cell/cloning research would be well funded. The Iraqi insurgency would have been crushed by an army of clone troopers and Osama Bin Ladin would have been found in like two seconds by Palpatine with his force sense. At which point the new Star Destroyers we'd have in orbit, courtesy of the relaunched Star Wars program, would bombard his hole in the ground.
If G.W. Bush somehow became the Dark Lord of the Sith Anakin wouldn't have been convinced the Darkside was more powerful. The Republic would have had an army of R2's due to lack of clone funding. Mace Windu would have tossed G.W. out the window of a thousand something floor sky scraper. G.W. would survive by deploying his parachute like his father and make a safe landing. Where upon he'd be beaten horribly by the little kids from the academy who he tried to have droid wacked. (Anakin reprogrammed the R2's so that when they recieved order 66 they played Cantina Band and served Ruby Bliels) Anakin would still end up killing Padame in a fit of rage after he finally snapped from being called Annie for the ten thousandth time.

You give George too much credit. Dick Cheney is the Dark Lord of the Sith. On 9/11 nobody tried to hide Bush, they hid Cheney and for several days as I recall. Bush does what they tell him and I am sure that Cheney tells him a lot.
