The electric motor is worjking but the outboard wont tilt. There is oil residue at some connections so I think it is low on oil.

You will see a little screw on the Corner top of the Reservoir. Use a Turkey Baster on something to add oil "Easily" to the Tank, With the Rods IN!!!!! I think that may be Engine Down, be sure or you overfill and really make a mess You may need to run the Engine up and down a few times to remove air, waiting a few minutes each time for the air to settle out of your oil. When it full, engine down "Rams" in, replace the Screw, it is also your vent!!!! Leave it up 1/16-1/8 inch. IF, you can see you will see the vent hole under the washer when the screw removed. These Pumps originally called for a 20W non-detergent which may be impossible to find now. I used a 10W-30 or 30W HD. Some Boat Dealers may sell a light oil for this, but, the 10W-30 worked fine for me.
NOW, the only reason these pumps leak is usually a Hose, you may want to replace it. Boat Dealers sell them OR you can check with places that make Hydraulic Hoses may be cheaper, just need to shop around. AND!!!!!!!! BE real sure when you screw these hoses in the THREADS are aligned, you strip the threads and it may never stop leaking.
