Maggie. She's much more innocent-looking, and therefore far more dangerous. Besides, she made a grown man afraid of her (granted, it was only Mr. Burns, but he still counts in this instance). She SHOT a grown man. Stewie has never done anything of the sort.

dude...maggie shot mr. burns.......stuey's world domination plans always fall through....
now if the two ever got together, that would be a force to contend with. Stuey's plans with maggie's nonchalantness getting the deed done with no questions. Awesome.
