Nope, the all internet calls cost money for calling landline phones. Unless you mean PC-to-PC calling which means calling somebody's computer, that's free. You can get the following to do that...

1. Yahoo! IM -- http://messenger.yahoo.com
2. Skype -- http://www.skype.com

But in order to do this, the person in Singapore must have a PC with Yahoo! or Skype also.

You can if both you and the person that you are calling have Skype on their computer. I call Singapore from Washington, DC from time to time.

There is a charge for calling a telephone from a computer using Skype. It is cheap, though.

the site gives you rates. You pay up front like a calling card and talk till your allotted minutes / hours run out.
