17 to drive a car

asking how old do you have to be refers to what age is acceptable for something to happen. In order for something to happen, you have to have aged sufficiently. To age, you have to exist in the first place. Asking how is different than "when" or "where", So, the simple answer would be; you have to be in order to how old do you do. Simple!
