has Montana signed onto the new 21st Century Banking Laws?

I need to know if the State of Montana has signed onto the new 21sr Century Banking Laws??? If they have not, what can I do for banks that are using it??

The Federal Reserve Board site states that the Check Clearing for the 21st Century Act (Check 21) was signed into law on October 28, 2003, and became effective on October 28, 2004.

If that is the case, then all states are subject to this law.
