Sounds like the taskbar has either gotten "hide" or shrunk. Try pressing the key on your keyboard that looks like the flying Windows logo. This should make the start button and taskbar appear. Right-click on a empty part of the taskbar, abd select properites. Go to the Taskbar tab, and make sure that "Autohide the taskbar" is not checked.
If autohide was not checked, then the bar was accidentally shrunk. If you look down where the bar would normally be, you should see a real thin line across the bottom of the screen. Put your cursor over the line and you should get a double-arrow. Click and hold and drag the line. You taskbar should reappear.
Once you have the bar back, right-click on the bar again, and check "Lock the Taskbar". This will make it so the bar can not be changed in the future unless unlocked first.

The start bar is hiding off the edge of the screen, probably on the bottom, but it could be on the top or sides. It's hard to explain, but click right at the bottom of the screen and try to drag it up. If the start bar is there it will let you move it. Right click on the start bar and choose "properties" to change its behavior.

See if you've shrunk the taskbar...
Is there a grey line along the bottom... Mouse to the top of it click and drag up...
Or just hit the Windows "Flag" key and use the "settings" "Taskbar" and see what options are available

if you move the mouse down there does it pop up?
that's auto-hide for the taskbar.
if it doesn't pop up, hit the windows key and it should pop up. maybe your taskbar was resized, with it up, drag it to the size you need.
