Zone Alarm or Outpost Firewall are the best.

Zone Alarm and Sygate make good home products, but probably the best and most user friendly firewall for a home user are the ones built into router/proxy/switch boxes (like the ones D-link and Linksys make).

Zone Alarm can be a good program to use if configured correctly.
Windows firewall is kind of a joke. It wont really protect you from anything.

Why not just use the firewall that is built into Windows XP?

Otherwise, use ZoneAlarm. Free for home use.
