Yes. An appendage is any bodything that comes off the main body, anything that sticks out if you will. A tail does that and so it is an appendage.

An appendage is defined as -a part or organ, such as an arm, leg, tail, or fin, that is joined to the axis or trunk of a body. So, with that said, a tail would be considered an appendage because it is a part that is joined to the trunk of the animal's body, just like its legs/limbs.

Yes, so are arms and legs. Most humans do not have tails, they have been bred out of us over the millennia. Rarely, there will be someone born with what is called a vestigal tale. Usually small, it doesn't mean they are a genetic throw back. The extra tissue is usually sugically removed.

And it's only abnormal in an animal that isn't supposed to have one.

I myself don't think so, because some animals may use their tails to support their everyday life, like monkeys, and sometimes, animals' tails' motions are their expressions.

No I don't think so.
It is actually the extension of the spine, and it also has several uses (unlike most appendix) e.g. defensive tool or kind of 'radar'
