Each team gets 5 penalty kicks, but if a team misses the first 2, and the other makes their first 3, there's no sense in kicking hte remaining ones. If they remain tied after the first 5 kicks, they keep going until one team misses theirs and the other scores.

it can be any result from 1-0 to ?-0, depending on how many have to shoot, explanation below. for example the swiss lost 0-3 against ukraine.
every team first names 5 players to the referee who will shoot. then with a coin they decide who will begin. those who dont shoot stay in the circle in the centre. team A will shoot first one penalty, then team B one, etc. always using the same goal. its decided if one team has not managed for example to put in 1 penalty and the other team put in all 5. or team A did not put in 2 and team B did not put in 1 etc etc. theres has to be one goal difference. if after 5 penalties the score is still equal, the coaches name the next 5 players who will shoot and the same procedure begins again. only players who were actively playing on the field when the match was finished are allowed to shoot penalties.

each teams gets 5 penalty shots. whoever gets the most wins, but if a team scored 3 already and the other team missed 3, theres no point in continuing since there is no way to beat the team with 3 goals.

Ok.. please read this and read it good... There is a huge HUGE difference between a shoot out and a penalty kick. If you are asking this question, that means you are from the USA or Canada!!! This is NOT a hockey game..! It was a shoot out... end of conversation and any team that beats that, means they have better strikers than the other team, and/or a better goal keeper.
for gosh sakes read up on the rules of football (soccer) before you ask these silly questions!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!1

Simple, its which team scores most goals, or which keeper saves more goals.
