Decomposition and oxidation requires different conditions. If the hydrocarbon meets oxidation conditions first, it will run that reaction first. vice versa.

no, oxygen is the decomposer of a hydrocarbon. if you have something like methane, one C and 4 H then it would take 2 O to oxidize it!
