Not for a human. Every baby is born with a navel because of the umbilical cord attached to the mother. When it is cut (or it falls off), it leaves the belly button.

There have been cases where conjoined twins were connected at the abdomen, one of them could be born w/o the belly button because the umbilical cord was attached to the other twin.

did you just watch Kyle XY? No it is not possible. Your belly button is where the umbilical cord attaches when you are in the womb and how you get feed in utero. Without nutrients you would not grow and the mother would miscarry

Nope, without a belly button you couldnot have had an umbillical cord and everyone knows the umbillical cord is an unborn child's lifeline.
Your belly button is like one big scar where you were plugged into your mom.
