I don't think so. In the end death has still been caused. Regardless of how polite and docile people may seem, in the back of their heads is the rage contained, waiting, waiting, waiting for the right moment to burst out and take it's revenge. There's always a rebel, and rebels have followers who followers make random attacks even after peace has been established.
So at the end of the day hatred still exists, so who is really victorious if ones mind is consumed with hate and loathing for others?

The answer is no, currently there are no true victories in war, but that's because of the world current situation, in previous centuries wars made and built nations and national fortunes they also helped to destroyed possible menaces in the surroundings of a nation. But today, wars have a lack of true victories, the main reason for this is the current power of the media, for example, in Iraq the US won a important allied, and stabilized a oil region, but they lose some credibility in the international politics, not to mention the internal lose of approval.
So, to conclude, it can be a true victory in a war, but not today. (In the future there will be true victories, don't doubt it)

The wars without true victors are actually few and far between if you ask me. In the 20th century only Korea was a major conflict without a clearcut victor. And I know what you are saying, the price is not worth the gain but in reality wars are GOING to happen and most of the time YES there is true victory for one nation or another.

1 - Ask that of the Jews/Gypsies/Homosexuals etc in ANY Concentration Camp from 1933-45. Hell, Israel was CREATED out of the victory of Allied countries.
2 - United States turned Japan completely around by defeating it's Warlord Mentality, making it adopt a constitution causing it to be the country it is today.
3 - South Korea would tell You that it's wayyyy better off than had it been "assimilated" by the North in June 1950.
The other side of the coin?
China, The former Soviet Union and Vietnam all say that they would be unable to oppress,re-educate,persecute and enslave Their populations had They not won wars against Western "Aggressors".

Don't like to answer a question with a question, but... What is a TRUE victory ?
I assume by your question and the answers of the other respondents that accepting an unconditional surrender is not a true victory... Japan was economically, psychologically, and militarily gutted by WW2... yet it wasn't a 'true' victory ?
How so ?

There are because there will always be the ones that aren't fighting, but instead selling weapons or benefiting from the nations too busy fighting to care what they're doing. Nobody said the winners had to be the ones fighting.

i think that war is wrong and politicians see it as a good way to retaliate against the countries who they have problems with and see that war is the way to resolve they're conflicts.war is not the answer for any thing.it is wrong.i think that if any nations have problems against each other why don't the politicians fight each other instead of brain washing they're people into going to war.if the politicians have problems against each other than they are the 1s who should fight each other.politicians should strap them selves wit an a.k 47 and kill eah other if they dont like each other insteand of sending armies to fight for a cause that is not worth dieing for.thats how they would prevent alot of deaths.

Yes. If one side completes its objectives while causing as few deaths as possible on either side, then it is a true victory.
Though, I suspect YOU believe that is not the case and are just asking this because you want to make your little ego feel good.
