I'd start wearing more colors. You can have neutral pants, but the shirt, at least, should be colorful. I'm not sure what your age range is, so I don't know if Ann Taylor or 21 forever would be more your style (I'm 14 and I love both). Ann Taylor Loft is less expensive and more casual than Ann Taylor. It's calm, yet crisp. And the people who work there are always very helpful for finding exactly what you want. Some of it is more buisness-like, but there's a lot of shirts there that you can just put on with a nice pair of pants and be very casual.
Also accesories a very important. If you're young (pretty much under 20 or 25) I would say Claire's or Icing. They're both inexpensive. Some of it is kind of cheap and will break on you so be aware of that if you shop there. I would start wearing earings that dangle a bit. Not hoops or chandelier earings, but not studs either. Wear a nice bracelet or necklace (ones that match each other. Silver and white gold are very in right now) with it. If your purse is important to your outfit, get one that's neutral enough to go with most of your outfits, but not boring. Coach is a bit pricey, but a nice tan purse from there lasts and adds class to your whole outfit.

Really try to drink more water. It does add that glow to the skin. Basic skin care with appropriate sun screen. Make up can make your beauty pop! Remember, less is more. Good luck and I'm sure you are not dull at all!

If you think you need to change your style, then a new hairstyle or color could do wonders, but don't change just because other people say you should. If in doubt ask your bestest friend, they will be honest with you. That's what I would do.

You might ask one of them what gives that impression. Is it your clothes, your hair style, your expression, the way you walk?
Maybe your clothes could be more colorful, your hair style more youthful, your walk more energetic, and smile. Actually if you smile a lot and look people right in the eye, they probably won't notice the rest.

Dramatic hair colour change. Especially if your hair is mousy or brown.
Blondes do get more attention, but if you are dark it's hard to maintain your roots. Any colour is lively compared to brown:)
