If you mean the last episode of Sailor Stars it's because her clothes seem to change with her powers. The Japanese don't view nudity the same way we do and if you watch the original sub titled episodes as opposed to the dubbed there are huge differences. For example they are naked when they change,a fact that is skewed in the American version. And in the magna Sailor Moon is more powerful than the cartoon lets on, her outfits change with her power so when she is transforming to Queen in the end, she is nude.
