Many hosting providers let you use online tools to create a site. If you're interested in doing more, you can try products like Microsoft's FrontPage, or Macromedia's Dreamweaver (the latter is reputed to be excellent.)

Just get a yahoo website, they are cheap and they have a web page builder that anyone can figure out how to use.

You can go to freewebs.com and you can use html, or you can use the step by step process, which is really easy, and you don't need any experience. The domain name would be like this though:
