Don't know about technically, but legally it is illegal to stalk someone.
There are laws against it.

A person who intentionally and repeatedly follows or harasses another person and who makes a credible threat, either express or implied, with the intent to place that person in reasonable fear of death or serious bodily harm is guilty of the crime of stalking.
The crime of stalking is a Class C felony.

If you don't scare of intimadate the person I don't see how it could be illegal since your boss can do it at work and with a background check thay can also have others do the same thing to you

Yes it's a breach of someones privacy, but only if there's criminal intent or they don't want you stalking them.
