what is the purge solenoid and what does it do and would it make the car have a loss of power

Probably part of the evaporative emissions control system. This captures fuel vapors and dumps them into the air intake stream so that they are burned in the engine instead of being released into the atmosphere.

The purge solenoid controls the metering of the trapped vapors into the engine.

On newer vehicles, failure will put the emissions control computer in "fail safe" mode to keep emissions in check at the expense of fuel economy and power.

On older vehicles (pre 1996 with ODB-II) a failed purge solenoid has the same effect as a vacuum leak. This throws off the fuel/air mixture and hurts fuel economy and power.
