Make a small slit with a razor blade and flatten it out.

This is not as hard as you might think. What you have to do is to is cut the veneer open with a razor blade or a very sharp knife, Cut with the grain, not across it. Have some white glue readyin a dispensor that has a needle aplicator. Once the veneer is open, carefully seperate it so that you can get the needle in and inject the glue on each side of the cut you made. Press the veneer down, clean off the excess glue that oozed out and put a heavy weight on the spot till the glue dries.

The razor blade and glue answers are right, but the wood has swelled from the moisture that lifted it in the first place. So after you get the glue in use an iron on a low setting and work it over the area protecting it with a cloth between the iron. This will not only speed the glue up , but shrink the wood back in place, then just clean any excees glue off with a damp rag.

Sometimes applying heat and pressure is all it takes to reactivate the glue used originally in applying the veneer. Try using an iron on a low setting over a towel. Let it heat the wood gradually and press down on it.

You need to get some glue under the veneer, I think you can get glue in a syringe type applicator to inject glue underneath and also
release any air.
