Goofy is a dog, like Mickey is a mouse, but Pluto is a Dog Dog. That's the explanation I read somewhere. To put it another way, Pluto is a pet, while Goofy is Mickey's equal. To give Pluto speech would make it awkward for him to be owned by someone else.

This goes to basic genetics. Goofy's genome shows that he carries some of the same characteristics as Daisy - the dog in the Dagwood and Blondie cartoons of the thirties. DNA similarities show the ability of Daisy to "think" ... and only the specific gene for talking was missing for Daisy. This is evidence of a split in the species, where Goofy evolved from a line of Daisy "like" animals with a the specific gene sequence for speech. Pluto's lineage is traced back to pre-Daisy ancestry where a long thin tail continued to wag greatly in reference to speech and in absence of the ability to speak. While the hair coat of Sandy, Little Orphan Annie's dog is longer - the speech gene is absent - a sure indication of similar ancestral roots to Pluto. Apparently the species variation took place sometime before Sandy or Daisy had evolved their separate ways.

Because Goofy is supposed to be a human-like character, while Pluto is a pet dog.

I think Goofy is a mutant dog, Pluto is the REAL dog! He doesn't need word to make himself understood.
And in Reply to the person said Goofy used to be a cow back in the day, that was actually Clarabelle cow...and SHE was a cow. Goofy has been a dog from the start.

Pluto is for sure a dog, but no one knows for sure what goofy is. He may be part human part dogs no one knows. Kind of like why can most of disney's charactes talk, ya know?

Goofy was actually a cow at first in the old old old cartoons. I don't know why he can talk and Pluto can't.
