Why do we have some laws which we can't enforce.

its true we do not have enough enforcers as for do they all make sense? i would have to say no ex) in florida they have a law stating "Doors of all public buildings must open outwards". that to me is a waste of a law.

Laws are by their very nature are only enforceable by social contract, social coercion, and punishment for offenders. In a democracy, laws tend to be driven by populism. Some laws exist as a consequence of bandstanding by politicians, and these tend to be the unenforceable ones.

Most laws make sense. But when you think that the only ones we can all truly agree on are probably just "don't kill or hurt people", "don't steal my stuff", and "don't mess with my husband/wife", the law-makers would have an awful lot of free time on their hands if they didn't keep making stuff up!

Well, our immigration laws make a lot of sense, and are eminently enforceable ... it's the will to enforce them that's sadly lacking ....

Not enough capable enforcers.

They all make sense to someone at some time. Some are obsolete but remain on the books.
