If you dont have admin rights on the machine, there is not much you can do.
But to re-enable CTRL + ATL + DEL:
Click START>>RUN>>TYPE gpedit.msc>>Under 'User Configuration' go to ADMINISTRATIVE TEMPLATES>>SYSTEM>>CTRL+ATL+DEL OPTIONS>>DOUBLE-CLICK 'Remove Task Manager'>>Select Disabled>>APPLY>>OK>>EXIT.

Someone has disabled this as a security precaution (it may have been some software you installed recently)
If it's your computer at home, log on to the computer as an administrator. go to control panel/users. Make your user account a computer administrator account.
If you're on a business network, this setting was probably disabled by your network administrator through group policy. Nothing you can do, other than talk to him.

That happened to me about a month ago, if you use XP pro, you need to go on the admin account and go into the admin tools and then security I believe. In there, there are many different settings, so make sure that the ctrl+alt+delete is not disable. Good luck if you dont have xp pro, because I had to format my computer because I couldn't figgure it out.

When did the problem start?? Go to your main menu and reset your history for a different day,before the problem started, it will still save all of your work, and programs but if something was hit by mistake this should reset the whole computer, unless you have a virus.

Contact your site's network adminstrators. They will research the problem and may contact the relevant Internet Service Provide (ISP) if it appears to be a non-site related problem, or SLAC (via email to net-admin@slac.stanford.edu+ with a cc: to help@slac.stanford.edu) if it appears the problem may be at SLAC.
Problems observed at SLAC with access between SLAC and another site should be reported via Email to help@slac.stanford.edu with a cc: to net-admin@slac.stanford.edu, together with ping and traceroute* output, plus a phone number where you can be reached (see above if you are located at another site). Contact your local network administrator if you need help with using ping &/or traceroute. If you are on a SLAC Unix system then you can also run the /usr/local/scs/net/bin/pingroute.pl nodename utility to prepare a report in /tmp/pingtime which is useful to give to the problem handler.
ESnet problems should be reported to trouble@es.net or +1 (800) 33E-SNET. The ESnet planned maintenance calendar to see whether there are relevant planned outages. If you wish to view the status of a known ESnet trouble ticket and you know the number (e.g. 5190), then you can issue the command
finger 5190@ticket.es.net
You can view the CENIC Maintenance / Calendar to look for outages. CENIC problems should be reported to noc@cenic.org, phone number 1-714-220-3494.
Internet2/Abilene problems should be reported to noc@abilene.iu.edu
CalREN problems should be reported to the CalREN NOC at support@4c.net
Problems with SLAC's ISDN service should be reported to the SLAC HELP desk, +1 (650) 926-4357. If you are certain that it is a PacBell line problem call +1 (888) 286-0222 or +1 (800) 332-1321. Have your ISDN phone number(s) available. You will receive a trouble ticket number for the problem you called in. To find the status of your trouble ticket, call +1 (800) 809-6222.
DSL problems. There are two types of DSL service that SLAC supports. Stanford DSL and SBC DSL.
- Users with a DSL IP address starting with 171.66 have Stanford DSL.
- All other users have SBC DSL.
