To clarify the earlier answer, yes, to change your WAN dynamic IP address, you have to contact your ISP. Tell them you want a staic IP address. They usually charge extra - mine doesn't but most do. To change your computer's IP address from dynamic to static, go to Start -> Control Panel -> Network Connections -> right click your network connection -> click Properties -> Click Internet Protocol (TCP/IP) -> Click Properties -> Click Use the following IP address and enter your IP address and subnet mask. If you are using a router or another method aside from just a cable modem you can assign yourself a static address but the router will always pick up the DHCP address of your cable modem unless you call your ISP and have them give you a static address which will cost you.

If you're talking about your WAN side IP like the one you get from your ISP you'll have to give them a call and order one, they're usually not free since they're in limited supply. If you're in windows you just cahnge your TCP/IP settings to a certain address instead of picking one up automatically.

First answer was right - contact your Internet Service Provider (ISP) and see if that's something they can do for you. Sometimes they cannot, but if they can they will usually charge quite a bit extra.
