Assuming we are talking Luke after the Dark Forces comics(where he briefly goes Dark Side), then it's Luke hands down. The dude took down a spaceship into a planet with the classic Jedi wave!!!

well, goku does have the whole energy ball thing, but put into real physics with Luke that would take time to charge. Luke on the other hand whips out the light saber and can get close before goku can react and all of goku's attacks require a decent amount of distance so he's as good as dead. Therefore Skywalker wins

Luke. He could use the Force to block energy from getting to Goku, could use the Force and his light saber to turn Goku's attacks against him, and I goku got close to Luke to try and hit him Luke could just chop Goku's head off with the lightsaber. Also Goku's died once.
