It means that something is too talked about or someone may put too much emphasis on say, a movie or song and it turn out to be stupid or boring....like someone might say....I liked this move..so and so but it's seriously over rated....it wasn't half as good as I thought it would be....something like that...see? hope this helps...

It means that the "rating" on something, whether it is official (say # of stars a hotel got) or not (just how people talk about it) is better than the thing actually is. By the way wtf did you think it meant? You are a dumbass. Damn!

Said to be more or less than it truly is.
Example: That movie was awesome, you have to see it, I'd be caught dead before I'd miss out on a chance to see it again!
And it really is only like a 3 star movie.
